A qualification specified exactly against that occupation on the Green List, confirmed by an International Qualifications Assessment (IQA) from the New Zealand Qualifications Authority if the degree was completed overseas and is not on the INZ exemption list.

A qualification at NZQF Level 7 or higher, supported by a letter from Engineering New Zealand (ENZ) certifying that the degree and any further learning meet the Chartered Professional Engineer benchmark

Where the Green List names a qualification directly for the occupation, an overseas qualification needs an International Qualifications Assessment (IQA) from NZQA confirming equivalence to the specified NZQF level, unless it already appears on the INZ List of Qualifications Exempt from Assessment. NZQA's Skill Shortage List IQA certifies that a qualification meets the requirement for a specific Green List occupation rather than a general NZQF level.
The Engineering New Zealand credential check
Where a degree is not named on the Green List and Accord status is not already confirmed, the Engineering New Zealand (ENZ) credential check is the route to the letter Immigration New Zealand will accept. The process runs through five steps.
Step 1, create a member portal account: register, or log into an existing account, with Engineering New Zealand.
Step 2, add credentials and evidence: upload the graduation certificate and a full academic transcript, with a professional translation and translator's details for any document not in English. Credentials are verified through Qualification Check, directly online where the awarding body publishes verifiable digital records, by post, or through an existing NZQA assessment report.
Step 3 and 4, request and undergo the credential check: once credentials are verified, Engineering New Zealand's membership team assesses whether the qualification, an equivalent knowledge assessment, or an overseas registration meets Washington, Sydney or Dublin Accord recognition. Processing typically takes seven to ten working days from request.
Step 5, outcome: the result is one of Washington Accord, Sydney Accord, Dublin Accord, or no recognition. A Washington Accord outcome is the one relied on for Green List Tier 1 engineering occupations and for the Chartered Professional Engineer benchmark.
A no recognition outcome is not the end of the pathway. Engineering New Zealand allows an Equivalent Knowledge Assessment, where the applicant submits a portfolio covering postgraduate study, professional development and project work, followed by an interview, at standard or fast track processing speed.
